Outputs a dimensional compliance matrix (FAR, height, setbacks, parking), an entitlement pathway with estimated timeline and cost, and a green/yellow/red risk rating. Use it during acquisition due diligence or early in development site selection to size entitlement risk before committing to underwriting.
